Before you sign, run your quote through this 7-signal test. It flags the three most common price distortions in the GTA — inflated labour, missing scope, and padded contingencies.

A Toronto or GTA roofing quote is likely too high if it fails 3 or more of the 7 signals below. "Too high" almost never means the top-line number — it means the price-to-scope ratio is off: you are paying architectural-shingle rates for a 3-tab installation, or paying premium labour for a scope that excludes ice-and-water membrane in the valleys. Run the test, then decide whether to negotiate, request a re-scope, or walk away.

The 7-signal price sanity test
Signal 1 — Price per square foot vs 2026 GTA market rate
Divide the quote total (before HST) by the roof surface in square feet. Compare to 2026 GTA benchmarks:

If the quote does not state the roof surface in square feet, that is itself a flag — you cannot verify the rate.
Signal 2 — Deposit above 10%
Any deposit above 10% of the contract or $1,000, whichever is lower, is a financial-risk flag, not a price flag. It usually signals a contractor with cash-flow issues or a short-tenure business.
Signal 3 — Vague material spec
"30-year shingle," "premium underlayment," or "quality flashing" are not specs. A fair quote lists brand + model + colour + manufacturer warranty term for the shingle, the underlayment, and the ice-and-water membrane. Missing specs typically hide a $600 to $1,800 material downgrade.
Signal 4 — Missing ice-and-water membrane callout
In the GTA, the Ontario Building Code and the post-2013-ice-storm standard call for ice-and-water membrane at minimum 3 ft up from every eave, in every valley, and around every penetration. A quote that omits this line is either non-code or intends to skip it. Either way, the price is not comparable to a compliant quote.
Signal 5 — No decking allowance
Ontario homes built before 1985 frequently have 3/8" plank sheathing that needs partial replacement. A fair quote includes X sheets of 1/2" or 5/8" plywood included, then $X per additional sheet, photo-documented before install. "Subject to inspection of decking" with no unit price is a blank cheque.
Signal 6 — Permit and disposal handling unclear
Toronto Building rarely requires a permit for like-for-like shingle replacement, but does for structural changes, low-slope conversions, and decking replacement past a threshold. A fair quote states permit and disposal handling explicitly. Silent = a $200 to $500 change order at project end.
Signal 7 — Warranty language
A fair GTA quote gives you two warranties in writing: (1) the manufacturer's material warranty (registered in your name after install), and (2) a separate written installation / workmanship warranty of 5 to 15 years on the contractor's letterhead. "Warranty included" with no term is not a warranty.

The three most common price distortions in the GTA
- Inflated labour: a $4,200 labour line on a 1,500 sq ft roof (fair) becomes $7,800 on the same roof when the contractor senses low competition. The material-to-labour ratio should sit near 55/45 to 60/40 for shingles.
- Missing scope: the quote is genuinely cheaper, but scope-lite by $2,000 to $6,000. Adding back ice-and-water, permit, and a decking allowance neutralizes the discount.
- Padded contingency: "Allowance for unforeseen conditions: $2,500" with no trigger and no unit rate. Contingency lines should be capped, itemized, and refunded if unused.
When "too high" is actually fair
A quote can look high but be justified when:
- Access is genuinely restricted (Leslieville, The Annex, narrow-lot semis) — plan for +8 to +15%.
- The home has more than 3 dormers, 2 valleys per slope, or a chimney with lead flashings.
- The scope includes deck replacement, gutter guards, or a low-slope conversion.
- The contractor offers a 15-year workmanship warranty (vs. industry-standard 5 to 10) — typically adds 5 to 10%.

Can I just show the lowest quote to the higher contractors to match?
